Answer: Yes the father will pay the Sadaqatul Fitr on behalf of his minor children who are dependent on him.
However, if a minor owns his or her own money, then the Sadaqtul Fitr may be taken from that money.

Answer: Sadaqatul Fitr needs to be given to such a Muslim who is eligible to accept Zakaat.

Answer: Sadaqatul Fitr is obligatory on a person who on the morning of Eid, possess wealth equal to the Nisaab amount. This is after deducting, debts and liabilities and excluding needs and necessities of life e.g. car, home, cellphone, furniture, etc
