Question:If a person lives his entire life as a non-Muslim but on his deathbed he says the Shahadah, will he regarded as a muslim?

Answer: Yes, the person will be regarded as a Muslim if he recited the Shahadah on his deathbed. However if the person had reached the point of Sakaraatul Maut (throes of death) then his reciting of the Shahadah will not be valid.

The signs of a person in sakaraat (pangs of death) are when the feet become loose, the nose bends and the temples sag.

Nabi Sallallahu Alaihi Wasallam said:
"ان الله يقبل توبة العبد ما لم يغرغر"[رواه الترمذي]
Allah Ta’alah accepts the toubah (repentance) of his servant as long as he has not as yet reached the throes of death)
